Ende Mai diesen Jahres wurden fast hundert Einwohner des von der Stadtplanung vernachlässigten südlichen Teils von Bukarest für kurze Zeit zu Bürgermeister*innen. Die Aktivist*innen von Zeppelin luden an drei Orten dazu ein, Meinungen und Vorschläge für Bukarest-Süd zu artikulieren. Warum nicht einfach eine eigene Stadt imaginieren, wenn der Süden für viele Bukarester ohnedies nur ein vergessener, blinder Fleck auf der Landkarte ist? Eine Stadt, die nicht nur getrennt verwaltet wird, sondern auch ein Modell für Selbstorganisation und gerechte Stadtentwicklung verkörpert?

Die spielerische Einladung zur politischen Artikulation fand großen Widerhall, sind undurchsichtige Top-down-Entscheidungen in Bukarest doch die Regel, das Misstrauen gegenüber der politischen Klasse entsprechend groß und der Zusammenhalt in den Nachbarschaften eher schwach. Die vielfältigen Vorschläge und Ideen der selbsternannten Bürgermeister*innen wurden filmisch festgehalten und werden während des Festivals in der Actopolis-Ausstellung gezeigt.

Am urbanize! Eröffnungswochenende sperren die Aktivist*innen von Bucharest South und Zeppelin in Wien erneut ihre Amtsstube auf: „Build your own City!“ lautet die Einladung zur Lancierung von pragmatischen Lösungen und visionären Ideen, utopischen wie realistischen, kleinen wie großen Vorschlägen für den eigenen Stadtteil. Was würden Sie tun, wenn Sie Bürgermeister*in wären? In der urbanize! Festivalzentrale im Architekturzentrum Wien warten Formulare, Stifte und Stempel im Bürgermeister*innen*Büro nur darauf, Ideen für die Stadt in die Welt zu tragen. Die Dekrete der Bürgermeister*innen werden in der Festivalzentrale gesammelt und ausgestellt, ein Kamerateam steht für öffentliche Statements bereit. Schaffen Sie Ihre eigene Stadt!

Mitglieder des Bucharest South-Teams laden am Eröffnungsabend am Fr, 6.10. und bei der Langen Nacht der Museen, am Sa, 7.10. zur öffentlichen Intervention. Constantin Goagea ist diplomierter Architekt und arbeitet heute als Kunstproduzent, Kurator und Creative Director. Daniela Pǎlimariu arbeitet vorrangig als bildende Künstlerin und lebt in Bukarest und gründete dort die Sandwich Gallery.

Das Projekt Bucharest South wurde von Zeppelin und tranzit.ro/ Bucuresti entwickelt und ist Teil von Actopolis - The Art of Action, einem Programm für städtische Interventionen, das vom Goethe-Institut und Urbane Künste Ruhr initiiert und koordiniert wurde. Die Ausstellung und der Dokumentarfilm zum Projekt sind von 6.-15.10. im Az W zu sehen.

Mayor for 10 Minutes

Please enter the office, the desk is prepared, the forms are ready. The Romanian based collective Zeppelin invites you to elaborate small and big, utopian or realistic ideas and proposals about what you would you do, when you had the possibility to sit on the mayor‘s chair. It is a 10min exercise of imagination and responsibility, ideas and decisions. The proposals collected at the mayor‘s office will be exhibited at the Festival-venue and will transform established imaginations of the urban landscape and urban decision making processes.

In late May this year, nearly a hundred residents of the southern part of Bucharest became, briefly, city mayors. The activists from Zeppelin gathered the participants’ opinions and proposals on three different unpopular spots of the city and soon will make them public. The collective‘s starting point was a hypothetical story: If the South of the city is just a blind spot for most Bucharest citizens, why not imagine it as a autonomous city? One that not only manages on its own but that also becomes a model of self‑organization, equity, and balanced development? “Build your own city!” became the title of the project.
In Romania today, mayors are elected, but involvement stops around there. Top‑down decisions are the rule, authority is opaque and often corrupt, civic spirit, especially locally, is weak, the lack of trust is sky high. Taking this as a starting point Zeppelin thought that a good civic exercise is to invite people to assume the role of mayor — to make a shift from needs, requests and complaints to decisions, accountability, responsibility; and with this, through decisions and opinions issued as mayors, to tell something about their urban perceptions and dreams. The documentary film about the Bucharest Mayors will be shown in the Actopolis exhibition at the AzW.

On the urbanize! opening weekend, Zeppelin's activists will reopen their office in Vienna: "Build your own City!" is the invitation to launch pragmatic solutions and visionary ideas, utopian and realistic thoughts, small and big proposals for one's own district. What would you do for the city if you were mayor? Paper, pen and seal in the mayor's office are only waiting to carry ideas for the city into the world. The decrees of the self-appointed mayors will be collected and exhibited in the festival center, a camera team will be available for official statements.

The performative interventions are conducted by two members of the Bucharest South project team: Constantin Goagea, founding member of Zeppelin, has an MA in architecture, became a producer, curator and creative director. His work investigates the relationship of contemporary culture, digital technology and the human environment. Daniela Pălimariu works as a visual artist and is the co-founder of Sandwich Gallery in Bucharest. She followed an MFA at University College Falmouth, UK and previously graduated from the George Enescu Art University in Iasi, Romania.

The project Bucharest South has been developed by Zeppelin and tranzit.ro/ Bucuresti and took place in the context of Actopolis. The Art of Action, a super‑program for reflections and urban interventions, initiated and coordinated by Goethe‑Institut and Urbane Künste Ruhr.
