Change begins in the cities lautet das Credo von Barcelonas Bürgermeisterin Ada Colau, die mit den Aktivist*innen der Plattform Barcelona en Comú seit 2015 die Stadtpolitik radikal umdreht, die Institutionen öffnet, politische Fragen an die Asambleas, nachbarschaftliche Stadtteilversammlungen, zurückspielt und im ständigen Austausch mit den Bewohner*innen Lösungen für eine Stadt für alle diskutiert und entwickelt. Damit bildet Barcelona die Speerspitze einer wachsenden munizipalistischen Bewegung der Radical Cities, die weltweit Resonanz findet als solidarische Antwort auf das globale Umverteilungskarussell, das immer mehr Menschen zurücklässt.

Wie sehen die Erfahrungen in Barcelona zwei Jahre nach dem Wahlsieg der solidarischen Bürger*innenbewegung Barcelona en Comú aus? Ist die traditionelle Struktur des politischen Systems demokratisierbar? Überschreitet der neue Munizipalismus tatsächlich den Horizont von repräsentativer Demokratie in Richtung Selbstverwaltung? Welche Strategien entwickelt der neue Munizipalismus und was davon ist auf andere Städte übertragbar? Welche Rolle kommt den Städten im Kampf um eine demokratischere und gerechtere Gesellschaft zu?

Oriol Cervelló ist Aktivist der Plattform Barcelona en Comú, die 2015 bei ihrem ersten Antreten die Kommunalwahlen in Barcelona gewonnen hat und mit Ada Colau seit 2 Jahren die Bürgermeisterin stellt. Er ist einer der Verantwortlichen für den ständigen Austausch zwischen Nachbarschaften und Politik, mit dem Ziel, gemeinsam Lösungen für anstehende Probleme zu erarbeiten.

Bertie Russell ist wissenschaftlicher Mitarbeiter am Urban Institute der University of Sheffield. Seine Forschungsinteressen liegen im Bereich partizipative Demokratie, Utopien, dem Rückbau der Postpolitik, der Organisation von Gemeingütern und des postkapitalistischen Übergangs sowie der Herausbildung neuer Formen des städtischen Internationalismus. Er ist Mitglied der britischen Organisation Plan C, die 2017 das Forward Festival unter dem Motto „Build Commons, Build Counter-power“ organisierte.

Am So, 8. Oktober, 19 Uhr, zeigt urbanize! den Dokumentarfilm Alcadessa - Ada for Mayor. Er portraitiert den Prozess von Barcelona en Comú und seiner Frontfrau für den Wahlkampf, Ada Colau: Vom Widerstand gegen Zwangsräumungen mit der PAH bis zur siegreichen Wahl der Bürger*innen-Plattform bei den spanischen Kommunalwahlen im Frühjahr 2015.

New Municipalism - Reclaiming Democracy

**Lecture and Discussion with Oriol Cervelló, Barcelona en Comú, and Bertie Russell, Urban Institute, Sheffield.**

Municipalism has been the magic buzzword in debates about new urban movements and the re-democratization of politics. It is currently associated especially with cities in Spain, the most prominent Barcelona. Since its victory in the municipal elections 2015 the citizens platform Barcelona en Comú is not only trying to turn urban policy making upside-down but also works on establishing a global network of Radical Cities using the city as a starting point for profound democratic change. Borough-assemblies (Asambleas) and the constant exchange between citizens and politicians form the core of the concept. What are the experiences in Barcelona two years after the electoral victory of the solidarity movement Barcelona en Comu? Can the structures of the political system be radically re-democratised in a municipalist sense? Does the new municipalist movement actually cross the horizon of representative democracy towards self-organization? What is the role of the city in the global struggle for a more democratic and just society?

Oriol Cervelló is activist of the citizens platform Barcelona en Comú, which has won the municipal elections in 2015 at its first run, and since then governs the city with mayor and activist Ada Colau. Oriol Cervelló is one of the persons responsible for the permanent exchange between Barcelonas citizens and the city government, with the aim of jointly developing solutions for urban policy making.

Bertie Russell is a Research Associate in the Urban Institute, and works on ESRC Jam & Justice project and as part of the international MISTRA Urban Futures. He has a PhD from the University on Leeds focused on the politicization of scientific knowledge in the radical climate and climate justice movements. His research interests are in participatory and deliberative democracy; utopianism and directional demands; the dismantling of post-politics; the organisation of the commons and post-capitalist transition; and the rise of new forms of urban internationalism. He is also a member of the UK organization Plan C.

On Sunday, Oct. 8th, 7pm, urbanize! screening of the documentary Alcadesa - Ada for Mayor that shows the process from resistance against forced evictions by the PAH to Barcelona en Comú's and its frontwoman (and current mayor) Ada Colau's victory at the municipal elections 2015 in Barcelona.
